New Unpacking Whiteness Dialogue Group Forming

Individuals committed to exploring their own racial biases are invited to participate in the Unpacking Whiteness Dialogue Group. Engage in supportive, structured dialogues to explore whiteness in contemporary society, especially to better understand the legacy and impact of white supremacy, white privilege, explicit and implicit bias, systemic racism, and microaggressions.

Dialogue group is five sessions, capped at 10 people.

After attending the Dialogue Group, attendees are invited to join the ongoing group.

The ongoing group meets once a month, alternating between discussing a book or watching a film.

Meetings are held bi-weekly in Council Chamber during the summer, Tuesdays at 6:30pm with public welcome. Campaigns have started up

The election schedule for the municipal election has been set. Tuesday, June 6 was the first day nominating papers could be pulled. Some candidates have already announced.

Campaign events have been announced. Here is what we have found so far: Fru Nkimbeng, District 7 (Tuesday, June 29, Olympia Restaurant); Vesna Nuon, at large (Thursday, June 22, 5:30pm, Warp and Weft); Daniel Rourke, District 1 (Thursday, June 22, 5:30-8:00, Lowell Firefighters Club).

The last day to submit nominating papers is Tuesday, July 18. At some point after July 18, when the slate of candidates is finalized, Solidarity Lowell will follow their process for endorsing candidates. Once we have selected endorsees, we will begin organizing canvassing events for our endorsees. Want to be a part of that? Contact Lisa or Dee as noted above.  Among other things, we will be drawing up a list of questions we want prospective endorsees to answer.

If there is a preliminary election (there must be at least 3 candidates for a district, or 7 at large), which we’ll know on July 19, early voting begins August 23. That’s a little over a month to work for our progressive candidates, so we need to be ready to hit the ground running by then.

Our Advocacy is needed on Hunger Now Too

This action requisition comes to us from Lowell’s Hunger & Homelessness Commission. (H/T Dan).

In keeping with other Republican attempts to reduce the deficit by cutting social services on which our resource-challenged siblings depend, they have included cuts to food aid programs like SNAP in the current budget discussions. Food is a basic necessity. At a time when inflation means even food costs more and skyrocketing housing costs leave less money for food, cutting food aid is unconscionable.

Reach out to your Member of Congress to speak out against their proposals – in mainstream media, social media, public events.

The Food Research & Action Center (FRAC) would like to get 100% of the MA Delegation as co-sponsors to Rep Barbara Lee’s bill to END the harsh SNAP time limits, House Bill 1510.  7 MA members have signed on H.R. 1510 – but not Congress members Richie Neal and Katherine Clark. WASHINGTON, June 15, 2023 — The Fiscal Year (FY) 2024 Agriculture Appropriations bill, which cleared the House Appropriations Committee, would slash critical federal nutrition programs that help keep hunger at bay for people across the country, resulting in the lowest funding allocation since 2006. FRAC strongly opposes this cruel and punitive legislation that would only deepen America’s hunger crisis.

The bill continues the assault on the Supplemental Nutrition Assistance Program (SNAP), the nation’s first line of defense against hunger that helps people keep food on the table and supports local economies. It would inflict further harm and increase food insecurity by arbitrarily throwing people off SNAP by increasing the age of those unemployed and underemployed adults who face arbitrary three-month time limits on SNAP eligibility, from 18 to 56, unless they document sufficient monthly work hours. The bill also would undermine states’ flexibility to use accumulated time-limit exemptions in future years.

The bill also would restrict SNAP consumers’ food choices. This will create a standard that will undermine dignity, increase stigma, and cause confusion and complications for shoppers, retailers, and the U.S. Department of Agriculture to implement. This would particularly burden smaller retailers in rural and urban markets.

The committee’s effort to further squeeze participation and benefits for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is a threat to the health and well-being of millions of babies and young children, and their mothers.

It’s unfathomable that some in Congress want to gut WIC’s program benefits that would impact 5 million pregnant women, new moms, and young children, along with slashing the program’s essential fruit and vegetable benefits. This should not happen at any time, but especially not during a time of rising food costs.

Hunger in this country would be far worse if not for programs like SNAP and WIC. Reducing funding for these programs will increase hunger, malnutrition, and poverty and worsen family security, child and adult health, employment, and other outcomes.

We urge Congress to reject the FY 2024 House Agriculture Appropriations bill and instead pass a spending bill that protects, invests in, and strengthens programs that ensure people have access to the nutrition they need. Hungry people can’t wait.

Looking for groups working on gun safety?

We know that the level of gun violence in this country is horrible (#1 killer of children!)  and that it won’t change until lax gun laws change. Since our state is already doing a fairly good job (though there’s room for improvement) and guns do not understand borders, it makes sense to work with organizations that seek to elect officials in other states who will implement saner gun policies. Gun Sense Voter is one of those.

New Unpacking Whiteness Dialogue Group Forming

Individuals committed to exploring their own racial biases are invited to participate in the Unpacking Whiteness Dialogue Group. Engage in supportive, structured dialogues to explore whiteness in contemporary society, especially to better understand the legacy and impact of white supremacy, white privilege, explicit and implicit bias, systemic racism, and microaggressions.

Dialogue group is five sessions, capped at 10 people.

After attending the Dialogue Group, attendees are invited to join the ongoing group.

The ongoing group meets once a month, alternating between discussing a book or watching a film.

If you are interested in helping to elect/re-elect progressive candidates for Lowell City CouncilCouncl and School Committee, please email Lisa Arnold (likarnold @ gmail.com) or Dee Halzack (dee.halz @ ix.netcom.com) (delete spaces when using emails cited)

The election schedule for the municipal election has been set. While some candidates have already announced, Tuesday June 6 is the first day nominating papers can be pulled. The last day to submit nominating papers is Tuesday, July 18. At some point after July 18, when the slate of candidates is finalized, Solidarity Lowell will follow their process for endorsing candidates. Once we have selected endorsees, we will begin organizing canvassing events for our endorsees. Want to be a part of that? Contact Lisa or Dee as noted above.  Among other things, we will be drawing up a list of questions we want prospective endorsees to answer.

If there is a preliminary election (there must be at least 3 candidates for a district, or 7 at large), which we’ll know on July 19, early voting begins August 23. That’s a little over a month to work for our progressive candidates, so we need to be ready to hit the ground running by then.

The election schedule for the municipal election has been set. While some candidates have already announced, Tuesday June 6 is the first day nominating papers can be pulled. The last day to submit nominating papers is Tuesday, July 18. At some point after July 18, when the slate of candidates is finalized, Solidarity Lowell will follow their process for endorsing candidates. Once we have selected endorsees, we will begin organizing canvassing events for our endorsees. Want to be a part of that? Contact Lisa or Dee as noted above.

If there is a preliminary election (there must be at least 3 candidates for a district, or 7 at large), which we’ll know on July 19, early voting begins August 23. That’s a little over a month to work for our progressive candidates, so we need to be ready to hit the ground running by then.

The Low-Income Housing Tax Credit (LIHTC) program is the largest and most significant affordable housing program in the United States. Since its inception in 1987, LIHTC has supported the construction or rehabilitation of about 110,000 affordable rental units per year, providing more than 3 million affordable units for low-income families. Since 1990, the federal government has required LIHTC developments to keep units affordable for a minimum of 30 years. Estimates find that nearly half a million current LIHTC units—representing nearly a quarter of the total stock—will reach their 30-year mark by the end of this decade.

With thousands of units across the country already phasing out of this standard, more resources will be needed to maintain and expand the number of affordable homes available to low-income renters. In this webinar, panelists will provide context on the scale of LIHTC affordability phaseouts in coming years, discuss strategies to preserve affordable units for longer time periods or in perpetuity, and highlight bipartisan proposals to strengthen LIHTC.

Thank Your Legislators For Supporting the Thrive Act
The state has been using two interconnected strategies – state takeovers of schools and districts and standardized testing – both in high-stakes ways that have worked against teachers, students, and communities. High-stakes standardized testing harms all students by narrowing the curriculum and, for some students, disrupts their future lives. State takeovers disrupt whole communities’ educational programming and school-to-community connections. Both are political strategies, not educational strategies, and they’re based in part on distrust of teachers and undermining the teaching profession.

The Thrive Act (H.495/S.246), filed by State Representatives Jim Hawkins and Sam Montaño, and State Senators Jo Comerford, Liz Miranda, and Adam Gomez, offers an alternative vision. It replaces the failed receivership model with comprehensive support and improvement plans that address root causes with a whole child approach and clear accountability and benchmarks. And while MCAS would still be used as part of a larger accountability process, the Thrive Act makes graduation dependent on successful completion of coursework, which is a more effective predictor of future learning and life success than standardized tests.

There are so-called Crisis Pregnancy Centers all over this country (at least 30 in Massachusetts!) whose advertising and message are designed to attract people who might be wanting to have an abortion but whose purpose is to do what they can to prevent abortions through delay and misinformation. This Saturday, the day before Mother’s Day, standouts are planned to inform people about the difference between these centers and clinics that provide full reproductive care.

The Low-Income Housing Tax Credit (LIHTC) program is the largest and most significant affordable housing program in the United States. Since its inception in 1987, LIHTC has supported the construction or rehabilitation of about 110,000 affordable rental units per year, providing more than 3 million affordable units for low-income families. Since 1990, the federal government has required LIHTC developments to keep units affordable for a minimum of 30 years. Estimates find that nearly half a million current LIHTC units—representing nearly a quarter of the total stock—will reach their 30-year mark by the end of this decade.

With thousands of units across the country already phasing out of this standard, more resources will be needed to maintain and expand the number of affordable homes available to low-income renters. In this webinar, panelists will provide context on the scale of LIHTC affordability phaseouts in coming years, discuss strategies to preserve affordable units for longer time periods or in perpetuity, and highlight bipartisan proposals to strengthen LIHTC.

Thank Your Legislators For Supporting the Thrive Act

The state has been using two interconnected strategies – state takeovers of schools and districts and standardized testing – both in high-stakes ways that have worked against teachers, students, and communities. High-stakes standardized testing harms all students by narrowing the curriculum and, for some students, disrupts their future lives. State takeovers disrupt whole communities’ educational programming and school-to-community connections. Both are political strategies, not educational strategies, and they’re based in part on distrust of teachers and undermining the teaching profession.

The Thrive Act (H.495/S.246), filed by State Representatives Jim Hawkins and Sam Montaño, and State Senators Jo Comerford, Liz Miranda, and Adam Gomez, offers an alternative vision. It replaces the failed receivership model with comprehensive support and improvement plans that address root causes with a whole child approach and clear accountability and benchmarks. And while MCAS would still be used as part of a larger accountability process, the Thrive Act makes graduation dependent on successful completion of coursework, which is a more effective predictor of future learning and life success than standardized tests.

Urgent – prevent mass layoffs at UMass Amherst
I am writing with urgency to ask for your support on behalf of my union siblings at UMass Amherst. UMass Amherst is attempting to eliminate the entire Advancement division staff -124 state employees – and move this work to a private, unaccountable employer. The Advancement division is a core part of the UMass community. These are the staff who provide fundraising and scholarships for students, publish UMass Magazine, and perform many other functions for students, alumni, and donors. Privatization of Advancement is an attack on every UMass community member. Public education belongs to the public. We, our families, and the greater UMass community deserve better.

The Massachusetts State Treasurer has refuted UMass’ claims that privatization is required by state pension law. Nonetheless, UMass is poised to privatize 124 state positions. U.S. Senators Elizabeth Warren and Ed Markey, U.S. Congressman Jim McGovern, State Senator Jo Comerford, State Representative Mindy Domb, and numerous others have called for them to abandon their privatization bid. Yet, as of today’s writing, UMass continues to barrel ahead.

We need you to speak up now. This issue has become an embarrassment for those of us who work, study, and claim community here. I elected you to be a defender of public education. Now, I am asking you to deliver on that promise.

Protect new Fair Share Amendment and state revenue in the FY24 Budget

Last week, Massachusetts reported April state tax revenues were $1.6 billion short of what officials originally projected.

As Raise Up Massachusetts said in a statement, “Senators should treat this report as a red light. Rather than cutting taxes for the wealthy, they should focus on making sustainable investments in affordability for working families.”

In the face of a possible economic downturn and a debt-ceiling showdown (and possible looming government shutdown) on the federal level, continuing to move forward with tax cuts for the ultra-rich and large corporations isn’t just inequitable — it’s reckless, setting our state up for deep cuts to necessary programs and services.

Protect new Fair Share Amendment and state revenue in the FY24 Budget
Our state reps voted to support the proposed tax cuts for the wealthy. Our senators have not yet voted.

Write to your state senator: Let them know that it’s not okay to undermine Fair Share by giving big tax cuts to the rich. Massachusetts voters were clear: we want the rich to pay their fair share so that we can invest in public education and infrastructure. The Fair Share amendment was intended to raise additional revenue in order to bring our schools and transportation up to standard, not to replace revenue taken away by a tax cut.

You can specifically ask them to:

TARGET any estate tax reform exclusively to moderate estates, with no tax breaks to large multi-million-dollar estates;
REJECT the proposed cut to the short-term capital gains tax that would overwhelmingly benefit wealthy investors;
REJECT expanding the ‘single sales factor apportionment’ that would give a massive tax break to large, profitable multi-state corporations;
USE THOSE SAVINGS to invest in affordable housing, childcare, and reliable transportation.

11.8 C. Robinson – Req. City Mgr. Have Appropriate Department Provide A Detailed Report On Feasibility Of Implementing A No Overnight Camping, Sleeping Or Loitering Ordinance In Our Business Districts, As Well As, In The Summer Street, Gallagher Terminal And South Common Area.

In direct opposition to our petition, City Councilor Corey Robinson has put forth a motion to make tenting in Lowell illegal in certain areas, which basically makes homelessness illegal in those areas. After we pointed out that making homelessness illegal in Massachusetts IS ILLEGAL. Starting with certain areas without giving people an alternative where they CAN camp only opens up opportunities for the Council to spread this action to the whole city.

We cannot let this stand. Please contact all of our City Councilors and ask them to condemn this motion. Stand up for our unhoused neighbors. We must continue to urge them to see these people as human beings instead of litter to be tossed aside.

11.10. M. Chau – Req. City Mgr. And/Or Appropriate Department Begin The Process To Establish A Sister-City Agreement Between Lowell And Battambang, Cambodia.

To participate in a sister city program with Cambodia at this time would undermine the efforts of our Lowell residents and their family and friends in Cambodia who have been working for democracy there. It gives illegitimate democracy credits to a regime that has become notorious for arresting its political opponents and intimidating voters. It also provides photo ops for an ally of China, with whom we are in an adversarial relationship and Lowell has better things to spend its money on.

Mostly run by faith communities, these centers target unsuspecting, vulnerable women and lure them in for lies about abortion, pressure to continue unwanted pregnancies, and delays that may preclude abortion, all to deter women from seeking abortion and actual medical care at real health clinics.

Protect new Fair Share Amendment and state revenue in the FY24 Budget
Our state reps voted to support the proposed tax cuts for the wealthy. Our senators have not yet voted.

Write to your state senator: Let them know that it’s not okay to undermine Fair Share by giving big tax cuts to the rich. Massachusetts voters were clear: we want the rich to pay their fair share so that we can invest in public education and infrastructure. The Fair Share amendment was intended to raise additional revenue in order to bring our schools and transportation up to standard, not to replace revenue taken away by a tax cut.

You can specifically ask them to:

  • TARGET any estate tax reform exclusively to moderate estates, with no tax breaks to large multi-million-dollar estates;
  • REJECT the proposed cut to the short-term capital gains tax that would overwhelmingly benefit wealthy investors;
  • REJECT expanding the ‘single sales factor apportionment’ that would give a massive tax break to large, profitable multi-state corporations;
  • USE THOSE SAVINGS to invest in affordable housing, childcare, and reliable transportation.

Ask of Your State Rep: Support No Cost Calls
For several years, progressives and prison reformers have been fighting for no-cost calls for prisoners. Maintaining relationships with loved ones while in prison is an important key to reducing recidivism. Yet currently, the excessive cost of calls to and from prisoners makes that difficult or impossible.

The good news is that the MA House included No Cost Calls language — that is, ending the predatory practice of prisons and jails charging incarcerated individuals for phone calls to loved ones — in its FY2024 budget proposal.

However, there are additional steps necessary to strengthen the guarantee of access to such free phone calls. Rep. Chynah Tyler filed an amendment to the budget (Amendment #1559) to do just that, ensuring a stronger baseline of access (i.e., including access to tablets and setting a minimum guarantee for call time).

Help Prevent Evictions By Supporting Access to Counsel Bills
Did you know that most landlords are able to take counsel with them when they go to Housing Court and most tenants don’t have counsel? Did you also know that when a tenant has counsel they are much more likely to avoid eviction when they go to court?

For a few years now, bills have been introduced on Beacon Hill that would help to ensure that tenants go to court with counsel. They have been introduced again in this session and have been reported out to committees.

H.1731 went to the Judiciary Committee, chaired by Senator Eldridge and Rep. Day, a lead sponsor of the bill
S.864 went to the Housing Committee, chaired by Senator Edwards and Rep Arciero

The next steps involve getting co-sponsors lined up and presenting testimony at committee hearings.

Rep. Vanna Howard is a co-sponsor of the House bill (H.1731). None of Lowell’s other representatives are. Nor is our Senator. Write and let your representative and the senator know that you care about these bills. It is suggested you send an email and then, if possible, follow up with a phone call.

Abundant Housing Massachusetts Call to Support Affordable Housing Bills
An Act to promote yes in my backyard (HD.3252 & SD.2006)

Restrictive land use policies across Massachusetts have created a paper wall of zoning that limits creation of new homes. This legislation proposes innovative statewide solutions through zoning to create new homes by:
Setting a statewide affordable housing production goal;
Allowing accessory dwelling units, or small apartments, to be built in every municipality;
Allowing duplexes, triple-deckers, and other family-friendly housing around public transportation;
Making it easier to pass inclusionary zoning bylaws;
Repurposing vacant commercial properties like strip malls and offices into affordable homes;
Prioritizing state-owned land for affordable homes.
ADU is a self-contained apartment in an owner occupied single-family home/ lot that is either attached to the principal dwelling or in a separate structure on the same property.
