Lowell Transitional Living Center Needs Help Serving Meals

The shelter is severely understaffed, as in no kitchen staff at all. Front desk staff are having to prepare meals. They have temporarily suspended serving lunch as a result.

They are still serving breakfast (7-8am) and dinner (5:30-6:30pm). They serve approximately 120 people at each meal.

ANY help would be appreciated, anything from preparing a meal and dropping it off for them to serve or coming there and preparing the meal, serving, and cleaning up. They will take partial quantities.

They would prefer hot meals, but at this point, they will accept anything. Some groups that serve at Community Table have found sandwiches and salad to be easier to put together with a smaller crew.

Individuals committed to exploring their own racial biases are invited to participate in an Unpacking Whiteness Dialogue Group. The purpose of the group is to engage in supportive, structured dialogues with others to explore whiteness in contemporary society, especially to better understand the legacy and impact of white supremacy, white privilege, explicit and implicit bias, systemic racism, and microaggressions. There will be five sessions total.

The City of Lowell, through the Office of Cultural Affairs and Special Events (CASE), invites artists to submit two-dimensional works of art to be considered for showing in City-owned parking garages in phase two of our Parking Garage Art Exhibit. You may submit existing works or works newly created for this project. Works will be reproduced by the City of Lowell on acrylic panels suitable for all weather conditions and will be affixed to the wall of City-owned parking garages. The Raise the Age bills (H.1710/S..942) currently up on Beacon Hill would end the automatic processing of teens as adults by gradually shifting 18- to 20-year-olds into the juvenile justice system. The legislation is based on recent research that shows that youths’ brains are still developing and they make immature impulsive decisions they would not make if they were older. They should not pay for what really are youthful mistakes with adult-level sentences that assume the person who commits a crime is “old enough to know better.” The bill is one of the priority bills for Progressive Mass.

A person can be found guilty of a criminal offense even if they did not personally commit the crime, but instead, aided and abetted its commission as part of a ‘joint venture’ with other persons. During this educational panelist event, you will hear from people affected by the practice and from advocates for legislative change to remedy the injustice, which has a big impact on communities of color.

We Are Joint Venture is an organization founded by a group of men at MCI Norfolk serving life sentences due to the Joint Venture Theory. Using their shared experiences, they work to change the system and help provide second chances for other incarcerated men and women.

Ask Your Legislators To Urge Favorable Passage Out Of Committee Of H.2325

An Act related to rehabilitation, re-entry, and human rights for incarcerated persons (H.2325) includes a number of mandates that will reform treatment of incarcerated people. It will require more out of cell time, more access to programs and medical care, and end solitary confinement.

Didn’t they already end solitary confinement in 2018? In theory, yes. But many practices amounting to solitary confinement by another name continue. This bill specifically mandates practices that run counter to solitary confinement.

The bill must be reported out of committee (Joint Committee on Public Safety and Homeland Security) by Monday, April 8, or it will die in this legislative session and advocates will have to start all over again next year.

National Actions

Child Tax Credit Day of Action: April 2

Join FRAC (Food Research and Action Center), the Coalition on Human Needs, Economic Security Project, MomsRising, and our array of partners for an April 2 day of action focused on getting the Child Tax Credit (CTC) improvements in the Tax Relief for American Families and Workers Act over the finish line in the Senate. An expanded and inclusive CTC is a transformational policy for addressing hunger among families with children. Under the House-passed bill, approximately 16 million out of the 19 million children currently left out of the full or any CTC will benefit, and an estimated 400,000 children will be lifted above the poverty line.

Build momentum in the lead-up to April 2, the day of, and beyond:

  • Use and share with your networks the FRAC Action Network to call on the Senate to take up and pass the bill.
  • Meet with Senate offices to push on the urgency and importance of CTC improvements to improve food security and lift families with children out of poverty.
  • Use the Child Tax Credit 2024 Resources and Social Media toolkit, including statements, fact sheets, tweets, shareable graphics, and more, from coalition partners.
  • Get vocal on social media.

Public Hearing on Renewal of the Franchise License Agreement between the City of Lowell and Comcast

…there will be a public hearing held in the Mayor’s Reception Room at Lowell City Hall concerning the renewal of the Franchise License Agreement between the City of Lowell and Comcast. This agreement is the main way that LTC is funded – the money we receive from it goes towards paying our staff, maintaining our facilities, and updating the equipment we make available to members of the public.

The purpose of this hearing is to give the public a chance to weigh on what the needs of the community are as it relates to the benefits that this funding provides, how the City and public need these benefits to continue, and why it makes sense for Comcast to continue to provide these services and financial support to the City. If you value the resources that LTC makes available to the community, we ask that you please make the time to attend this meeting and speak publicly about how you’ve made use of those resources, how the community at large benefits from them, and what you would like to see in the new agreement between Comcast and the City.

Members of the public can attend in-person or over Zoom, and anybody in attendance may speak without having to submit a request beforehand. Members of the public may also submit written testimony if they are unable to make it to the meeting. Many of us from LTC will be in attendance, and we hope to see you there and hear about what you would like to see going forward in terms of the resources we are able to make available to our community!

Participants sought for Decarbonization Pathways Pilot (second cohort)

350MA reminds us that the Massachusetts Clean Energy Center (MassCEC) is seeking around 45 homes to participate in the second cohort of the Decarbonization Pathways Pilot. The pilot offers technical support and financial incentives to implement high-efficiency decarbonization measures. This is a great opportunity to get the technical support and financial assistance to bring your home into the 21st century!

MassCEC is accepting applications between July 12, 2023 and July 30, 2023.

MassCEC is specifically looking for participants who intend to install heat pumps and/or replace their home’s siding to create a better insulated envelope within the coming year. We will also be asking all participants to complete a “Home Modernization Package” that ensures the home is well-prepared to convert away from fossil fuel appliances as they make future purchases (e.g., the next time the heat or hot water heater needs to be replaced). We will also be looking for geographic, income, and building type diversity within the cohort. To learn more about applying for the second cohort, read our blog or review the application.

Tell your electeds to cosponsor the Sunlight Agenda

When, among other things, legislators are given less than 24 hours to review legislation before a vote, we’re getting legislation that is passed because one person, the Speaker of the House, wants it to pass, not because legislators have carefully considered its impact. THAT is not democracy.

The solution, from Act on Mass:
The Sunlight Agenda is Act on Mass’s legislative agenda to restore democratic integrity on Beacon Hill. They have compiled a package of four bills put forward this session that would address our democracy crisis and improve transparency, accountability, and fairness in the State House.

  1. An Act to Provide Sunlight to State Government (S.1963), filed by Sen. Jamie Eldridge, would require all recorded committee votes to be posted on the legislature’s website within 48 hours of a vote (a flagship of our People’s House campaign!). It would also require committee hearings to be scheduled at least a week in advance and ensure that testimony is made publicly available. Finally, it would also subject the Governor’s Office to Public Records Law, or PRL, from which they currently claim an exemption.
  2. An Act Extending the Public Records Law to the Governor and the Legislature (S.2064), filed by Sen. Becca Rausch, would bring Massachusetts in line with the majority of the country by subjecting both the governor and the Legislature to PRL.
  3. An Act Relative to Open Meeting Law (H.3121), filed by Rep. Erika Uyterhoeven, would subject the Legislature to Open Meeting Law, or OML, which already exists and applies to municipal governments and several state agencies, allowing the public to attend meetings of public bodies. This bill would extend that democratic privilege to constituents wishing to monitor legislative proceedings of the State House.
  4. An Act relative to collective bargaining rights for legislative employees (S.2014), filed by Sen. John Keenan, would explicitly affirm the right of State House staffers to form a union.

New Unpacking Whiteness Dialogue Group Forming

Individuals committed to exploring their own racial biases are invited to participate in the Unpacking Whiteness Dialogue Group. Engage in supportive, structured dialogues to explore whiteness in contemporary society, especially to better understand the legacy and impact of white supremacy, white privilege, explicit and implicit bias, systemic racism, and microaggressions.

Dialogue group is five sessions, capped at 10 people.

After attending the Dialogue Group, attendees are invited to join the ongoing group.

The ongoing group meets once a month, alternating between discussing a book or watching a film.

An Opportunity To Share your Thoughts on Lowell’s Housing Needs

We’re all keenly aware of the housing crisis in Lowell. Don’t miss this opportunity to suggest some solutions. This comes to us from the Northern Middlesex Council of Governments (NMCOG):

The City of Lowell is undertaking its first ever Housing Production Plan, a sister document to the Lowell Forward Comprehensive Master Plan. To inform this plan, we’ve created a community survey to ask residents about the city’s housing needs. Our goal is to have over 500 responses to the Homes, Housing, and Community Survey that will guide this plan—and if everyone we email responds to this survey and asks at least 5 others, we’ll be there! Your answers will guide the goals of these two documents, which will work together to advise City staff, elected officials, partner nonprofits, and others in changing policy, zoning, investments, and more.

We will be drawing up a survey to vet candidates for possible endorsement by Solidarity Lowell.

At some point after July 18, when the slate of candidates is finalized, Solidarity Lowell will follow their process for endorsing candidates. Among other things, we will be drawing up a list of questions we want prospective endorsees to answer. Once we have selected endorsees, we will begin organizing canvassing events for our endorsees. Want to be a part of that? Contact Lisa or Dee as noted above.

If there is a preliminary election (there must be at least 3 candidates for a district, or 7 at large), which we’ll know on July 19, early voting begins August 23. That’s a little over a month to work for our progressive candidates, so we need to be ready to hit the ground running by July 19.

Tuesday, June 6 was the first day nominating papers could be pulled. Some candidates have already announced and have even collected enough signatures to be certified as candidates.. Deadline to submit papers is Tuesday, July 18, 5pm. The final list will be announced on July 19.

The NAACP’s national convention is taking place in Boston. They need lots of volunteers. Attending workshops requires registering for the convention, but we were told there are lots of things that don’t require registering.

Submit Public Comment for the Healthy Youth Act

24 years after the last time our sex ed curriculum was updated, and 11 years since the Healthy Youth Act, a commonsense bill that would require sex ed to be medically accurate, consent-based, and LGBTQ+ inclusive was introduced, the Massachusetts Board of Elementary and Secondary Education (BESE) has introduced a new draft sex ed curriculum that is largely in line with its provisions. BESE has now opened up a 60-day public comment period, which means we have until Monday, August 28th to submit comments for improvements to the draft and advocate for approval of the new framework.

The NAACP’s national convention is taking place in Boston. They need lots of volunteers. The best way to combat the feeling of helplessness that hits after yet another spate of gun violence is to do something. Find the one thing you can do and do it. It can be as simple as writing to your legislators or donating to one of the organizations that is working on the issue.

Over the coming weeks, a group of six legislators (3 from the House and 3 from the Senate) are negotiating the final details of a tax package.

Back in April, the House passed a fairly regressive tax package, filled with tax cuts for the ultra-rich and large corporations. The Senate, a few weeks ago, passed a more equitable tax package.

At a time when the state’s economic outlook is uncertain, and working families are struggling to get ahead, Massachusetts needs to prioritize spending on what will make our state truly affordable, equitable, and competitive: programs that ensure a labor force adequate to our economy’s needs, not tax cuts for the ultra-rich.

That group of six negotiators, called a “Conference Committee,” consists of Senate Ways & Means Chair Michael Rodrigues (D-Westport), Senate Revenue Chair Susan Moran (D-Falmouth), Senate Revenue Ranking Minority Ryan Fattman (R-Sutton), House Ways & Means Chair Aaron Michlewitz (D-North End), House Revenue Chair Mark Cusack (D-Braintree), and House Revenue Ranking Minority Michael Soter (R-Bellingham). As many of you may know, another encampment was cleaned out last week. Residents found help saving some of their possessions, but the larger items so necessary to survival (tents, tarps, blankets, pants, raincoats, and ponchos) were lost. Life Connection Center (192 Appleton Street) has volunteered to serve as a collection point for any replacement items you would like to donate. Items may be dropped off Monday through Friday 8am-6pm and Sunday through Thursday 7pm-10pm.

New Unpacking Whiteness Dialogue Group Forming

Individuals committed to exploring their own racial biases are invited to participate in the Unpacking Whiteness Dialogue Group. Engage in supportive, structured dialogues to explore whiteness in contemporary society, especially to better understand the legacy and impact of white supremacy, white privilege, explicit and implicit bias, systemic racism, and microaggressions.

Dialogue group is five sessions, capped at 10 people.

After attending the Dialogue Group, attendees are invited to join the ongoing group.

The ongoing group meets once a month, alternating between discussing a book or watching a film.

The election schedule for the municipal election has been set. Tuesday, June 6 was the first day nominating papers could be pulled. Some candidates have already announced. Deadline to submit papers is Tuesday, July 18, 5pm.

Campaign events have been announced. Here are the latest we know about:

The last day to submit nominating papers is Tuesday, July 18. At some point after July 18, when the slate of candidates is finalized, Solidarity Lowell will follow their process for endorsing candidates. Once we have selected endorsees, we will begin organizing canvassing events for our endorsees. Want to be a part of that? Contact Lisa or Dee as noted above.  Among other things, we will be drawing up a list of questions we want prospective endorsees to answer.

If there is a preliminary election (there must be at least 3 candidates for a district, or 7 at large), which we’ll know on July 19, early voting begins August 23. That’s a little over a month to work for our progressive candidates, so we need to be ready to hit the ground running by then.

More Perfect Union has already sent out an email urging folks to write to Biden asking him to use the Higher Education Act to forgive debt.

The Higher Education Act in 1965 gave the Secretary of Education the authority to make or back federal student loans. It also gave the Secretary broad and unrestricted power to cancel or write down that debt — to “enforce, pay, compromise, waive, or release any right, title, claim, lien, or demand, however acquired, including any equity or any right of redemption.”

Secretary Betsy DeVos even used it to cancel debt for certain borrowers. President Biden could direct current Secretary Miguel Cardona to use that power to relieve millions of people of crushing debt.

The election schedule for the municipal election has been set. Tuesday, June 6 was the first day nominating papers could be pulled. Some candidates have already announced. Deadline to submit papers is Tuesday, July 18, 5pm.

The last day to submit nominating papers is Tuesday, July 18. At some point after July 18, when the slate of candidates is finalized, Solidarity Lowell will follow their process for endorsing candidates. Once we have selected endorsees, we will begin organizing canvassing events for our endorsees. Want to be a part of that? Contact Lisa or Dee as noted above.  Among other things, we will be drawing up a list of questions we want prospective endorsees to answer.

If there is a preliminary election (there must be at least 3 candidates for a district, or 7 at large), which we’ll know on July 19, early voting begins August 23. That’s a little over a month to work for our progressive candidates, so we need to be ready to hit the ground running by then.

Looking for groups working on gun safety?

We know that the level of gun violence in this country is horrible (#1 killer of children!)  and that it won’t change until lax gun laws change. Since our state is already doing a fairly good job (though there’s room for improvement) and guns do not understand borders, it makes sense to work with organizations that seek to elect officials in other states who will implement saner gun policies. EMERGENCY STANDOUT TONIGHT! Sweep Sunday in Centralville!

SWEEP THIS SUNDAY AT CENTRALVILLE DOG PARK UNHOUSED PERSONS CAMP

We just received word that the City of Lowell is planning a sweep of the Centralville unhoused persons encampment near the dog park Sunday, June 25th, at 8am. The city says everybody will be provided with a bed or a voucher, but those who work directly with the unhoused tell us there are no beds available. The local shelter is full, people are being turned away, the hotel program has ended. There are about 23 people living in this camp. If somehow the City could find beds for these people, they would be jumping the line over others that have been on a waitlist — but we have no evidence of such beds even existing.

At Solidarity Lowell’s recent meeting with City Manager Tom Golden, he promised that at least one week’s notice would be given before taking any action. The notice went up today, giving less than three days notice. The City is using the recent arrest of one person as an excuse to shut down the entire camp, kicking out our neighbors with little notice on a Sunday when assistance will be more difficult. The phone number given on the notice is the Lowell Transitional Living Center, which as stated above is full and can’t accommodate additional people.

Their promises of beds, transportation, and storage of belongings fall short.

What Can You Do?

  • Emergency Standout: Join us tonight Friday, June 23rd at 6pm at the Ladd and Whitney Memorial outside of City Hall. Bring signs of support for our unhoused neighbors.
  • Contact City Council and City Manager: Use this form to contact the City Council and City Manager Tom Golden. Tell them in your own words why this situation continues to be unacceptable.

New Unpacking Whiteness Dialogue Group Forming

Individuals committed to exploring their own racial biases are invited to participate in the Unpacking Whiteness Dialogue Group. Engage in supportive, structured dialogues to explore whiteness in contemporary society, especially to better understand the legacy and impact of white supremacy, white privilege, explicit and implicit bias, systemic racism, and microaggressions.

Dialogue group is five sessions, capped at 10 people.

After attending the Dialogue Group, attendees are invited to join the ongoing group.

WASHINGTON, June 15, 2023 — The Fiscal Year (FY) 2024 Agriculture Appropriations bill, which cleared the House Appropriations Committee, would slash critical federal nutrition programs that help keep hunger at bay for people across the country, resulting in the lowest funding allocation since 2006. FRAC strongly opposes this cruel and punitive legislation that would only deepen America’s hunger crisis.

The bill continues the assault on the Supplemental Nutrition Assistance Program (SNAP), the nation’s first line of defense against hunger that helps people keep food on the table and supports local economies. It would inflict further harm and increase food insecurity by arbitrarily throwing people off SNAP by increasing the age of those unemployed and underemployed adults who face arbitrary three-month time limits on SNAP eligibility, from 18 to 56, unless they document sufficient monthly work hours. The bill also would undermine states’ flexibility to use accumulated time-limit exemptions in future years.

The bill also would restrict SNAP consumers’ food choices. This will create a standard that will undermine dignity, increase stigma, and cause confusion and complications for shoppers, retailers, and the U.S. Department of Agriculture to implement. This would particularly burden smaller retailers in rural and urban markets.

The committee’s effort to further squeeze participation and benefits for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is a threat to the health and well-being of millions of babies and young children, and their mothers.

It’s unfathomable that some in Congress want to gut WIC’s program benefits that would impact 5 million pregnant women, new moms, and young children, along with slashing the program’s essential fruit and vegetable benefits. This should not happen at any time, but especially not during a time of rising food costs.

Hunger in this country would be far worse if not for programs like SNAP and WIC. Reducing funding for these programs will increase hunger, malnutrition, and poverty and worsen family security, child and adult health, employment, and other outcomes.

We urge Congress to reject the FY 2024 House Agriculture Appropriations bill and instead pass a spending bill that protects, invests in, and strengthens programs that ensure people have access to the nutrition they need. Hungry people can’t wait.
